In Zone find NPC with the May quest, get a bouquet of carnations and the "Strong Medicine", receive the submachine gun as a reward, use it as intended.

 

Festive PPS active for one day only, but you can repeat the quest of any veteran at least every hour. Quests are available until 10:00 by Moscow time on May 10.
