Patch Fix

A patch fix was installed to all servers:
- Cooldowns have been removed from all quests in the "Wanderer" questline and from artifacts used for the "Exchanger". These can now be submitted an unlimited number of times.
- The NPC "Mysterious Huckster" now offers new exchanges: weapon and armor parts can be traded for exchange tokens.
- Rating points for base captures and defenses have been reworked. Points are now awarded correctly and fully.
- The OC-14 under-barrel grenade launcher is now integrated into the weapon.
- Various minor bug fixes and localization improvements have been made.
